Police thwarts extortion

ITANAGAR, Jun 24: The Itanagar Police has arrested one Tapak Tamut for allegedly trying to extort money from two doctors at R K Mission Hospital here yesterday.
Acting on a specific tip-
The arrest was made following an FIR lodged by the secretary, RKMH on June 22 last stating that a person was demanding Rs 2 lakh each from two doctors of the hospital and upon registration of a case (No. 136/13) at Itanagar PS under section 387 of IPC.
During interrogation, the accused has admitted his involvement in the crime, informed the Itanagar SDPO Taru Gusar.
Bandh postponed
ITANAGAR, Jun 24: The All Arunachal Pradesh Youth Forum (AAPYF) and Arunachal Pradesh Student’s Organization (APSO) in a joint meeting held today decided to postpone the proposed 12 hours capital bandh call on June 26 next. The decision was taken in view of the examinations of the Arunachal Law Academy students. The meeting also decided to continue its demands if the Govt fails to pay heed to it.
Governor expresses shock over Uttarakhand tragedy
ITANAGAR, Jun 24: Arunachal Pradesh Governor Lt. Gen (Retd) Nirbhay Sharma has expressed deep shock and grief over huge loss of life and properties in Uttarakhand due to landslides triggered by flash flood.
The Governor, on behalf of the people of Arunachal Pradesh, conveyed heartfelt condolences to the bereaved family members and hoped for speedy restoration of normal life in the affected areas. He also hoped safe return of stranded pilgrims and tourists. The Governor assured that people of the State will join in every way in bringing back normalcy in the state with all available means.

ALSU serves ultimatum to govt.
ITANAGAR, Jun 24: Reacting to alleged indifference attitude shown by the authority, Arunachal Law Students’ Union (ALSU) today served seven days ultimatum beginning from 24 June onwards to fulfill their demand. ALSU stated that failing to address their demands by the authorities would compel them to resort phase wise agitation.
The Union has been demanding for immediate cancellation of the appointment orders of the Joint Director of Agri & Allied, Rural Development department. ALSU alleged that appointment was made without creation of post, adding post creation and deputation has already banned by the cabinet decision.

ITANAGAR, Jun 24: Bharatiya Janata Party, Arunachal Pradesh has suspended its proposed Jail Bharo Andolanon on June 25 in view of the unprecedented Uttarakhand disaster.
While expressing deep shock and grief over the natural calamity, where thousands pilgrims were killed in flood devastation and above lakh affected, State BJP President Tai Tagak has appealed to all the BJP MLAs to contribute their one month’s salary for relief and rehabilitation of victims of natural calamity in Uttarakhand as decided by the party.

ITANAGAR, Jun 24: The Mengi Kabak Luba Youth Welfare Association (MKLYWA) has mourned the demise of one of its executive member Kapu Tajam who passed away on June 18 last.
Late Tajam was a resident of Raga administrative circle of Lower Subansiri district. He succumbed to fatal injuries inflicted upon him by some unknown assailants near Govt. H.S School, Ziro school gate at about 9.00 pm on June 15 last.
We appeal the people of Ziro plateau to cooperate with the district administration to book the culprits involved in the incident, it said in the release.

GSU appeals DSE to post teacher
ITANAGAR, Jun 24: Claiming acute shortage of subject teachers in Govt. Hr. Sec. School, Dumporijo and Govt. Hr. Sec. School, Liromoba, Galo Students’ Union (GSU), in a memorandum, has appealed to the Director of School Education (DSE) to immediately post the required teachers in these two schools.
The students union claimed that not a single senior teacher for class +2 has been posted in Govt. Hr. Sec. School, Liromoba since 2009 which has adversely affected the academic study of the students.
GSU also appealed for early posting of a senior teacher in Chemistry at Govt. Hr. Sec. School, Dumporijo as no ST against the mentioned subject has been posted since transfer of PC Tiwari in June, 2010.

NEW DELHI, Jun 24: Prime Minister Dr Manmohan Singh has accepted the invitation of Chief Minister Nabam Tuki to visit the state in October to inaugurate important infrastructure projects under PM Package including the Civil Secretariat, Itanagar Water Supply Scheme and MLA Apartments at Itanagar. The Prime Minister consented to the same at a meeting with the CM at New Delhi today to discuss important issues related to the development of the state.
The Chief Minister highlighted the important issue of the state including losing out on projects funded by agencies such as World Bank and Asian Development Bank (ADB) due to irrational objections of China. He fervently appealed the Prime Minister to compensate the same with alternative funds.
Tuki reiterated that Arunachal Pradesh is the only state in the North Eastern Region deprived of project funding from external international agencies which has impeded development in crucial sectors such as Water Resources, Roads etc. He specifically pointed out a case of the Integrated Flood and River Erosion Management (IFREM) project of ADB where Arunachal Pradesh was initially included for funding of Rs. 396 Crore but was subsequently left out. Tuki urged the PM to facilitate funding for the same from other sources.
The Prime Minister assured to look into the matter for early resolution of the impasse.
The Chief Minister also called for reimbursement related to PDS in the state from the Government of India mentioning that it is a central government subject.
The Chief Minister was accompanied by Education Minister Bosiram Siram, Food & Civil Supplies Minister Kamlung Mossang and Parliamentary Secretary Nido Pavitra.
Later in the day, the CM called on the newly inducted Union Minister for Road Transport and Highways Oscar Fernandez to discuss the status of road projects in the state. At an extensive meeting with Fernandez, the Chief Minister discussed the issues related to the Trans Arunachal Highway, Border Roads Organisation (BRO) Projects, Central Road Funds among others. In view of the slow pace of the road projects undertaken by BRO, the Chief Minister appealed to Fernandez to transfer certain BRO roads to agencies such as the State PWD or any Central Government PSU for speedy implementation of works. The CM said that it would be in the greater interests of the state to outsource some of the BRO roads to other reputed agencies.
The CM also sought a Special Fund for Maintenance of central roads reasoning that minimum maintenance is important to keep the roads in motorable conditions. He also appealed for increasing the allocation under Central Roads Fund from the present Rs. 40 crores allotted to the state.
Tuki further sought intervention of the Union Minister for early sanction of the projects related to 4 laning of Itanagar to Banderdewa road and 2 laning of Itanagar to Jote road. He emphasised that Jote is an upcoming educational hub which needs enhanced connectivity to the state capital.

The Union Minister assured all cooperation to the Chief Minister and said that he will be visiting the state soon to personally review all the projects under the Ministry.

Allegations false and baseless: Apex Bank
ITANAGAR, Jun 24: Arunachal Pradesh Apex Bank has reacted strongly to the news items published in this daily on July 22 and said that the allegations were false and baseless.
Giving up-
In the news item a group of beneficiaries from East Siang have complained against Apex Bank for ‘refusing to pay the subsidy amount as promised earlier’. According to the beneficiaries bank is refusing to release the subsidy amount and is insisting that it will release it only after beneficiaries clear the loan amount in 36 months duration. However, the Apex Bank said the beneficiaries have raised complaint without knowing the facts.
“If any individual beneficiary has any sort of confusion in the matter of MMPVY, they should visit the Apex Bank H.O. for clarification and verify the records before going to press. If any beneficiary is not satisfied with the Govt/ Apex Bank arrangement for this scheme, they are free to opt out of the scheme at any time,” the release said.
“The management of the bank after thorough examination of the scheme, agreed to finance 100 vehicles on relaxed terms and conditions like exemption from maintenance of bank account for at least 6 months, margin money reduced to 20% from minimum 25%, exemption of cash security (FD) of 20% of the loan amount etc., considering the importance of the scheme for economic development of the state.
The selection of the beneficiaries were done by the respective Deputy Commissioners at the district level through a transparent mechanism and list of the selected candidates were provided to bank by the Directorate of Tourism with a request to sanction and release before 14th April as the panchayat election code of conduct came into effect from 16th April last. A special meeting of the banks’ Loan Committee was convened on 9.4.2013 and sanctioned all the 54 loan applications received. The bank could complete formalities and sanctioned loan of 44 beneficiaries by 12th April and made payments to different dealers amounting to Rs. 440.94 Lakhs being the cost of vehicles through RTGS out of which Bank Loan Component was Rs. 2,62,64,000.00, subsidy Rs132,00,000, rest Rs. 98.56 Lakhs as margin money. By that time the department could not park any govt. subsidy against the vehicles due to ban imposed by state govt. However, the bank had made full payment to dealers so that the dealers can make delivery to beneficiaries smoothly. By 13th April only 35 nos. of vehicles were delivered by the dealers which were flagged off ceremonially and the remaining 9 vehicles were also delivered by the dealers subsequently.
As 46 applicants could not submit their applications before flag off ceremony, the
MD of the Apex Bank met State Election Commissioner, Panchayati Raj in order to enquire
whether bank can sanction the remaining schemes. SEC, however, said that bank should
not sanction any loan during period of code of conduct. So the bank could not process
for sanction of the loan till Code of Conduct was over on 23rd May, the release said
adding in the meantime the Tourism department released subsidy amount of Rs. 300
lakhs to the bank in May’13 only. The subsidy amount has been passed on the respective

ITANAGAR, Jun 24: Responding to the call of chief minister Nabam Tuki and Capital Complex administration to defy the proposed ‘illegal’ bandh call by certain organizations, various organizations, market committees and Taxi/Auto/Tata mobile welfare associations have assured their full support to the district administration in ensuring normal life during the bandh day. The assurance was given to the district authority by the representatives of various organizations,/associations in a meeting held with Capital Complex Deputy Commissioner Sanjay Goel today in his Office Chamber in connection with the bandh call.
Vehicles would ply as usual while the market would remain open during the bandh day, assured the representatives of Market Welfare Associations and Transport associations.
While appealing to the city dwellers to defy the bandh call and carry out their normal activities on that day Capital Complex Deputy Commissioner Sanjoy Goel asserted that administration will not allow this bandh to take place.
The DC also appealed to all bank establishments, insurance companies etc. to carry out their activities as usual.
Informing that bandh was not the right way of protest, City SP Surender Kumar requested all the organizations to extend cooperation to the administration in ensuring normal life on the bandh day. He also informed that elaborate security arrangement is being made to maintain peace during the bandh hours.

On May 23 last, Tadar Tubin had met with a Motor bike accident near Tourism Gate, Doimukh, resulting in the death of late Nabam Tadi.
Beleaguered by the judicial system, both the affected families instead of going to the court, decided to sort it out locally and the case was held in the Local Mel (Nyel) at Doimukh from June 20 to 22 last under the supervision of All Arunachal Pradesh Gaon Burah Welfare Association president Nabam Epo along with appointed judges HGBs and GBs.
The Mel attendants and judges, along with the consent of both the parties, after going through the facts of the case resolved that no compensation will be claimed and the case will not be reviewed in future.
The damaged Pulsar bike 200cc was replaced by a new one by the accused on his own terms which the deceased’s family has decided to give off for charity.

CRPF conducts Civic Action Programme at Kaimai
KHONSA, Jun 24: 36 CRPF, Khonsa organized a Civic Action Programme at Kaimai village yesterday.
On the occasion, 36 CRPF Commandant Balav Chand Sharma said “Kaimai is a village with a difference”. He informed that CRPF headquarter has been established in the village with the sole aim of giving security to the village after thoroughly studying the law and order situation of the district.
He advised his jawans to be sensitive to the feelings of the people and be always on the guard for their security and protection.

than those in smaller towns according to a nationwide survey report released on Friday

The education of their children and the security of their families top their list of priorities followed by concerns regarding the marriage of their children.
The survey shows that around 41 per cent of working women, or two in every five, are confident about their knowledge of financial products whereas around two women in every three said they were willing to learn more about these instruments so that they are more confident about investing. Nearly an equal number of women added they would like to know how they could invest better.
Nearly three out of four women surveyed said that classroom training about financial products was the best mode of learning about these instruments. In India, financial planners and advisors conduct seminars and classes to educate investors.

Clearing the confusion

Your news article with the heading 'PROJECT OF ARUNACHAL TOURISM DEPARTMENT ''MUKHYA MANTRI PARYATAN VIKAASH YOJANA'' IN SOUP' to be a little vague in the context of information published on June 21.
The Mukhya Mantri Prayatan Vikash Yojna Scheme clearly states that the subsidy/margin money would be limited to 40% or maximum of Rs. 3.00 lacs of the project cost. Which mean the government would only subsidy maximum Rs. 3.00 lacs (not 40% of the project cost) even if you purchase a vehicle (like Renault Duster) which would cost around Rs. 12.00 lacs. Likewise if one purchases a Tata Sumo with a price tag of Rs. 6.00 lacs, he can expect only 40% (Rs.2.40 lacs) and not Rs. 3.00 lacs. Therein there are beneficiaries who misleadingly expect the higher margin money, irrespective of the actual project cost.
Hope this clears the air for the too positive thinker.
